RE: MY ACCOMPLISHMENTS ON THE CARIBBEAN AND CENTRAL AMERICA

 

Dear Mr. President:

 

For the record, I am including my accomplishments related to Latin America on the Caribbean and Central America.

 

Bay of Pigs in Cuba: During the fall in 1960, I provided the Eisenhower Administration with a plan for a landing site at Playa Giron on the Zapata Peninsula just west of Bahia de Cochinos, which was later translated into English as Bay of Pigs. My plan might have succeeded if it had not been for a CIA communications officer deployed on the island who failed to dispatch units to support Cuban Brigade 2506 (Brigada Asalto 2506)because he was also an agent with Castro.

 

U.S. Naval Blockade of Cuba: Shortly after Bay of Pigs in 1961, I wrote to President John F. Kennedy and advised him to consider a U.S. Naval Blockade of Cuba due to the Soviet military build-up on the island. It was referred to the U.S. Department of State for further study and was carried out in the fall of 1962 during theCuban Missile Crisis.

 

The Cuban Missile Crisis: During the fall in 1961, I discovered the construction of launch sites for the Sovietdeployment of Intermediate-Range Ballistic Missiles and Nuclear Warheads. My findings were later confirmed by U-2 and other aerial reconnaissance flights.

 

The Second Soviet Missile Crisis: During the Reagan Administration in 1983, I had concluded that Grenada andNicaragua would provide the means for giant Soviet air transports to land and deploy Intermediate-Range Ballistic Missiles with Thermonuclear Warheads to be launched at Punta Huete north of Managua. Fortunately, Grenada was invaded in time.

Dear Mr. President:

 

Based upon my past knowledge of Central America as well as with more recent research done by me onGuatemala and Nicaragua, I can only encourage you to not allow any members of the recent Caravan, which is now mainly at Tijuana in Mexico and so near San YsidroCalifornia in the United States, to enter into the U.S.except for a very few who have bona fide reasons for seeking asylum in America.

 

While there is much fake news or propaganda about Guatemalan Coup in 1954 when Colonel Jacobo Arbenz was forced to resign as President of Guatemala who had received a shipment of cargo that contained 2,000 tonsof small arms, ammunition, and light artillery manufactured at

the Skoda arms factory in Czechoslovakia, which arrived at Puerto Barrios in Guatemala on May 17 in 1954. One of his advisers was Jose Manuel Fortuny Arana, a communist leader in Latin America. For the record, Arbenz later became a member of the Communist Party when he was in MontevideoUruguay on June 18, in 1957.

 

Carlos Castillo, who had liberated Guatemala in 1954 and became president, was assassinated on July 26 in 1957.

 

As for Nicaragua, the tyrannical regime of Marxist president Daniel Ortega, who allowed the Russians to build a mile-long airport at Punta Huete during the Second Soviet Missile Crisis, is still in power at Managua. Many in that communist country are now seeking political asylum.

Dear Mr. President:

 

Regarding the current border situation at Tijuana and San Ysidro, the U.S. Border Patrol and the U.S. Armyappear to be performing very well under the circumstances before them. When we consider that approximately 95 percent of the Caravan migrants are men, it will remain a rather difficult challenge for all Americans.

 

Because President-Elect Andres Manuel Lopez Obrador of Mexico is not yet in office, interim policies are probably chaotic. For this reason, as I have already suggested, we must bypass our tactics in Mexico and deployU.S. Special Forces on the Guatemalan side of the Guatemala border with Mexico so that no more migrants from Central America enter into Mexico where they would eventually attempt to illegally enter into the United States.

 

This Caravan and others are highly-organized and supported by the High Commissioner of the UN for RefugeesFilippo Grandi based upon The New York Declaration for Refugees and Migrants in 2016 along with NGOs and other organizations based in the U.S. at New York and Chicago as well as Washington and probably also Los Angeles and in Honduras at Tegucigalpa.

Dear Mr. President:

 

An article has appeared recently in TheHill by Elizabeth Oglesby titled “Migrant Caravan: The only solution is to let them in.” Dr. Oglesby, a geographer and specialist on Central America, had then concluded that “–the only viable policy for the United States is to let the Central Americans make their petitions for asylum as expeditiously as possible.” However, her article was changed to the following: “In the short term, the only solution is to allow the Central Americans to pass through the border to petition for asylum.          Asylum is a narrow window, and most will not receive it in the end. Yet, they have the legal right to apply.”

 

While she has specialized mainly in Guatemala, her original proposal “—for the United States to let Central Americans make their petitions for asylum as expeditiously as possible,” it does not necessarily need to be done in the United States, but, rather, at any location where officials of the United States Government can be present. Therefore, I would suggest the deployment of U.S. officials to large spacious areas in Tijuana and other Mexicanborder cities where security would be available to send hundreds of qualified American officials to interview applicants. By using this approach in Mexico as well as in the Northern Triangle of Central America, which includes El SalvadorGuatemala and Honduras, it may be possible to screen and vet most of those who have legitimate reasons for seeking asylum in America.

RE: CENTRAL AMERICA: PART TWENTY-THREE

 

Dear Mr. President:

 

For the record, back in 1986 during the California Republican Primary, I was the only candidate for the U.S. Senate who was strongly opposed to illegal immigration from south of the border. In 1992, I was the only U.S. Senate candidate who was opposed to NAFTA in my senatorial race in California because of my research related to this supranational form of government. However, as soon as the corporate news media became aware of my very strong stand against NAFTA, my state-wide campaign was no longer being covered by them. As a result, my votes were far less in 1992 than they were in 1986.

 

While your present tactics appear to be working along the U.S. border with Mexico at this time, I know that they will probably not continue to remain effective because of their limitations. If you intend to become effective on this serious matter, we must also target the source that is located in Central America by bypassing Mexico. This means we must also deploy U.S. troops along the border between Guatemala and Mexico from the Guatemalanside. In addition, with approval and cooperation of the federal governments of GuatemalaHonduras and El Salvador, secure areas provided by U.S. and other troops patrolling, safe refuge would enable those who are now being threatened by killer gangs, drug cartels and Marxist terrorists to remain alive and vetted as possible legitimate asylum seekers.

 

Meanwhile, larger temporary facilities must be made available by the U.S. in Mexico and also in the United States to accommodate, screen and vet legitimate asylum seekers along the border.
